At a time when Andhra Pradesh, Hyderabad and in particular, is attracting hundreds of women software professionals across the country, the state has earned the dubious honor of crime against the fair sex.

The latest national crime statistics agency records (NCRB) for 2007 reveals a telling story of increasing crimes against women in the state, more than any other part of the country. Of the 1,85,312 crimes against women throughout the country in 2007, 24,738 cases, or 13.3 percent reported in Andhra Pradesh.

Even more disturbing statistics Hyderabad and its surroundings. A comparison of crimes against women in 35 cities around the country shows that Hyderabad is second only next to Delhi. While 4,331 cases (17.5 percent) occurred in Delhi, Hyderabad was second with 1,931 cases (7.8 percent). Vijaywada exceeded the number of eve-teasing cases accounting for 11.3 percent of all cases in the country.

"If the police is strict in the treatment of offenders, things have not reached that point. One reason why there are more crimes against women that the police do not deal with offenders firmly, "says G. Sucharitha, associate director, gender programming, Center for global solidarity.

Interestingly, Andhra Pradesh, which has 7.2 percent of the population of the country has reported a 13.3 percent of cases of crimes against women, while uttarpradesh, which has 16.6 percent of the population, reported by 11.3 percent, or 20,993 cases.

Another worrying trend is that the crime rate has risen against women. While the overall rate of crimes against women increased slightly from 14.7 percent in 2006 to 16.3 percent in 2007 from Andhra Pradesh, in particular, has been bad.

The crime rate against women increased by 30.3 in Andhra Pradesh, which is almost that of Tripura at 30.7 percent is at the top.

"The women of Andhra Pradesh are insecure because the government is not sincere in ensuring their protection," said the woman activist Siddiqui Noorjehan rights.

What made the situation more difficult in Andhra Pradesh, was the fact that Andhra Pradesh women commission has been without a president since he was caught on camera in September 2007, allegedly demanding a bribe of Rs.50, 000 to help a victim of women.

In 2007, Andhra Pradesh had the dubious distinction to be ranked fourth worst with regard to atrocities against Dalits. According to the NCRB, 3,383 cases were reported in the state of which 46 were cases of murder and 105 were rape.

As the electronic search, news of Press Trust of India, Monday to mar02, 2009:

Acid attack: center not reach a clear position:

the center on Monday failed to reach a position clear Supreme Court on the question of the elaboration of new legislation or amendments to existing ones to cope with acid attacks, which are increasing, as a specific crime.

When the matter came to hearing before the bench headed by Chief Justice KGBalakrishnan, it was reported that the center has not filed affidavit on the petition.

The court was hearing a prospectus filed Laxmi in 2006 by a Delhi-based girl children whose arms, face and other parts of the body was disfigured in an acid attack.

Laxmi through of counsel Aparna Bhat, has sought to develop new laws or amending the existing criminal law like IPC, Indian evidence act and the Code of Procedure To address criminal offense and has also sought compensation has not yet been provided.

The court during an earlier hearing had expressed his displeasure at the reluctance of the State to compensate a victim of acid attack and has described the act as "worse than murder"

When the case was heard last dec18 2008 the council had drawn the attention of the court that the incident of acid attack on two college girls in Andhra Pradesh to strengthen the argument for banning the free sale of acid has become an offensive weapon.

"The prohibition of acid-free sales and a law to regulate and restrict their sale must be considered, "Bhat had argued.

The center, which also asked to consider a law similar to that of Bangladesh to regulate and restrict the sale of acid to test its use as a weapon, had said that measure would not be a practice and would result in "Inspector Raj"

"Center said suggessions to add a new article IPC 326th then the current Article 326, also became "- she had said.

At the hearing on April 28 last year the court had said that the center was not "serious" in the development of new legislation to deal with incidents of acid attacks had increased manifold in recent years.

In Shivpuri, feb20, raj (22), Nidhi addressed and friends jyothi and bid on a roundabout in the heart of the city Shivpuri on Wednesday and threw sulfuric acid, leaving her with severe burns.

The national women's commission and the Law Commission has recommended tougher laws to curb acid attacks. A bill by the panel of women has suggested a maximum penalty of life imprisonment for acid attacks and cause deformity or disability.

The prevention of crime (by acid) Bill 2008 has also proposed that the center board must represent a victim of acid attack and the national health authority to control how states to help the victims get prompt medical treatment and counseling.

Any boxes victim's death, a legal heir would to approach the table. The Board reviewed the request prima facie case of release and met a provisional amount of Rs. 5lakhs victim fund within 30 days appeal. The board may release to another Rs. 35 lakhs to the victim for medical and legal costs against the bill the product.

The project law, however, is caught in a bureaucratic maze and is not likely to see the light of day before.

The Law Commission has suggested yearjail least 10 and a maximum term of life imprisonment.

In December2008, a bench of the Supreme Court had rejected a ruling Bombay High court reduced the sentence mallipatil sangramappa mallappa to a mere 35 days after three years of imprisonment ordered by the court.

The apex court objected to the high court decision that showed mercy to a defendant acid attack.

In Bangalore, in april20, life Haseena 1999.19 years of age has changed forever, when Jose Rodriguez decided to avenge Haseena rejection of his offer of a job for throwing two liters of concentrated sulfuric acid on it.

In August 2006, the Karnataka High Court sentenced the offender to life imprisonment. Asked to pay Rs.2 lakhs as compensation to the victim. The division bench comprising Justice and Justice Subhash B. SRBannurmath Adi said, "One would shudder to look at the damaged face. "Haseena said he could not walk the streets and had therefore become a prisoner in his house." The court said that "no Could a blind eye to the growing trend of young people and unpleasant to use any such substance, corrosive acid, causing not only severe physical damage, but also the mental trauma the victims. "If the victim survives acid, is only a grotesque disfigured person, with meat wholives devastated and suffers from a fate worse than death, the bank said.

He also directed the state government to provide special aid quickly and rehabilitation of victims of acid attacks. Took note of the fact that restorative surgeries cost a fortune, and were not accessible to ordinary people.

Following an outbreak of acid attacks on women, the commission of Andhra Pradesh, State of Human Rights has recommended to the to introduce a specific provision in the Indian Penal Code to deal with such crimes with an iron fist and to present a bill.

A CDHS order issued suo motto case ina taken by its chairman B. Subhash Reddy and member E. Ismail said the acid attacks had become endemic in most cases the victim s were women.

Referring to the recent acid attack on two married women only because they rejected the advances Two men, order, said "there is no specific provision in the Indian Penal Code is acid attack. Due to the outbreak of such crimes, is not a need to address these crimes with an iron hand by introducing a specific provision in the IPC, which can act as a deterrent "

Noting that these cases were being tried under sec.326 of the Indian Penal Code, said the order of introduction of a specifically that it was essential and that both the union and the state government could legislate.

The commission recommended the state government to sec.326 incorporated in the IPC-A by introducing a bill.

The only requirement is to seek presidential approval after Assembly and Legislative Council approved the amended plan. It directed the Principal Secretary (Home) to take action by placing the matter before the authorities.

According to news paper report of victims of acid attacks have asked the state government for an ordinance immediately to prevent acid attack deaths in women.

Although the state government has announced that a separate act of state in the next assembly session to prevent acid attacks the line of prevention of attacks (acid), 2008, victims of acid attacks insisted in a quick Ordinance make the non-bailable offense, and incorporate measures to control the sale of acid.

Ms.Anuradha, one of the victim the acid attack, said: "I have been suffering for 13 years. There were 10 surgeries done for me. They still need 20 more. I fought in court Supreme against the state government had said that the attack in a public place is not your concern. An ordinance should be presented

The Interior Minister Ms.Sabita Indra Reddy said that Andhra Pradesh is the first state to respond to the proposal from the center of acid attacks crime prevention bill. He added that the state government would control the sales acd.

Shortly after the announcement of the state government to submit a separate State action to prevent acid attack on 14 July, police arrested a youth sudhakar tiruchanur (19) for threatening to throw acid Manjula schoolgirl (15) if she rejected his love.

Atleast now the state government must act soon to stop the atrocities of women by enacting a separate state to prevent acid attack and the incorporation of sec.326-A in the CPI and by regulating the sale of acid in the state. The law enforcement also must perform their duties properly inorder to curb atrocities against women.

Despite constitutional guarantees everyone equal Indian woman} {Art 14, the non-discrimination by state {Art 15 (1)}. It allows for a special provision to be made by the State in favor of women and children {Art 15 (3)}, to renounce practices derogatory to the dignity of women {Art.51 (A) (e)} and special laws for women only as Dowry Prohibition Act and domestic violence, violence against women is increasing dramatically in Andhra Pradesh.

It is now when the whole machinery of government of Andhra Pradesh to take action to stop atrocities against women, taking all steps necessary to stop atrocities against women in particular, most acid attacks, which originated in schools. The university authorities should strictly implement the rules mentioned in "prohibition of Andhra Pradesh of hazing in all educational institutions of the Rules 2002" to have control over this threat.

No leniency should be given to criminals who do such criminal acts, because the attitude of the criminals is like the devil and the government, either state or central are the avatars stop their acts of adoption of appropriate legislation and the imposition of the death penalty who was found guilty.

The Preventive measures:

1) uniform dress code shall be submitted levels of the university also for you alls students of the institution.

2) junior and senior students of the university time to be so fixed that they could not know at the time of the university.

3) parents should care for their children

4) University authorities should warn students if they are convicted and to report to their parents and what measures could be taken to such an act.

5) in coeducation strict discipline must be maintained. Any misconduct by any student should be punished according to law.
